Wealthy Senior Expatriates in Cyprus May Be Taxed Up To 40% In EU Bailout “Deal”

British senior citizens who have retired in Cyprus may face absolute misery under the finalised EU bailout “deal”. In recent years, senior expatriates retired in Cyprus, preparing for the future, sold property for security in the form of bank savings and investments. Now, as news breaks of a 10 billion euro bailout plan for the island, those Expats that cashed in bricks and mortar for hard cash in the bank, could see as much as 40% taken.

George Osborne, U.K. finance minister announced that the British government would compensate the approximate 3,000 British military personnel and civil servants stationed on the island, but that doesn’t help the expatriates and travellers in Cyprus.

British expat in Cyprus Jean Stark said "What's unfortunate is that older expat couples, who thought a few years ago that they should prepare for one of them dying, decided to sell their property and put it in the bank. Now that money is going to be taxed." John Barton, another British expat in Cyprus agreed with Stark adding "What they're proposing for people with over 100,000 euros is going to hit those who sold their properties quite hard. I think it's scandalous."

David Bond, CIO of iPMI Magazine said “100k euros in today’s globalised economy isn’t much. Where as I applaud the EU for honoring the 100k deposit guarantee, I know expatriate business consultants that earn much more and work very hard to do so. I know senior expats worldwide who have sold property and moved pensions, in exchange for cash at bank. For those individuals or small business' this is a serious breach of trust and a travesty that will change things forever.”

Gavin Hewitt, Europe editor at the BBC said “Bondholders and those with deposits of more than 100,000 euros face significant losses; perhaps 40% or more.”

Under the plan Laiki Bank, the islands second largest bank, will close and assets under 100K Euros shifted to Bank of Cyprus. Deposits above 100,000 Euros, which under EU law are not guaranteed, will be frozen and utilised to resolve debts. President of the Eurogroup of eurozone finance ministers, Jeroen Dijsselbloem, told a press conference in Brussels the deal had "put an end to the uncertainty" around Cyprus's economy. He added he was "convinced" the new deal was better for the Cypriot people than the broader measure rejected by the Cypriot parliament last week, as it focused on two problem banks rather than the entire sector.

IMF head Christine Lagarde said the deal was "a comprehensive and credible plan" to help restore trust in the banking system. The 10 billion euro bailout will inflict heavy losses on uninsured depositors, including wealthy British and Russians. Locally the plan will see massive job cuts in the banking sector, with experts warning of a deep recession. Although Asian markets rose as news of the deal broke, the entire episode is guaranteed to affect investor and consumer confidence. Robert Peston, Business editor at the BBC said “There may be some relief that smaller savings no longer face a 6.7% levy, but Cypriot citizens may over time end up feeling more than 6.7% poorer as a result of this so-called bailout.”

As bank accounts in Cyprus with more than 100k euros remain frozen, and some weeks before an announcement on the actual levy, life in Cyprus looks grim.

Compulsory Health Insurance For Expatriates in Bahrain Would Open $132.6m Market

A proposed introduction of compulsory medical health insurance for expatriates in Bahrain would open up a $132.6m market for the insurance industry. According to Younis Jamal, Chairman, Bahrain Insurance Association (BIA), the implementation of mandatory medical insurance for expats is at an advanced stage, with a recent move by authorities to clear a space for the establishment of a medical insurance regulator. Speaking during a PR conference at the Ritz-Carlton Bahrain, Hotel Mr Jamal said "I expect the plan to be implemented by 2013-2014."

Abdul Khaliq Rouf, the General Arab Insurance Federations (Gaif) general secretary said "How the proposal is to be rolled out across the kingdom remains a very important issue not just for regional insurance community for the country as a whole. Mr Jamal added "Mandatory health insurance will improve the penetration rate, enable insurers to better cover healthcare costs and alleviate pressure on the public healthcare system."

"Saudi Arabia has already rolled it out and the other countries of the GCC are expected to follow suit. The Bahraini government has in the past made clear its intention to make medical insurance compulsory for all expatriates from 2013."

Expatriates Experience the Horrors of Kidnapping and Murder

Kenya, Algeria, and most recently Nigeria – all of these countries are home to significant numbers of expatriates and all have recently experienced the horrors of kidnapping and murder, particularly of western expatriates. Some of those moving abroad to areas such as Kenya will have chosen to change lifestyle and retire, whilst more often, others are drawn by the promise of excitement, high wages and a stable job in the petrochemical sector.

But as recent events have shown, such frontier countries can carry their own deadly health risks, in addition to all that Mother Nature can throw at you. Expatriates living and working in any area where there has been a history of violence or war will know that many types of insurance are simply not available – life insurance, for example is one of the first things to suffer, once any kind of local violence has erupted with many providers limiting what they will or will not cover and others simply withdrawing from the market.

Expatriate health insurance can also be hard to arrange in parts of the work which are described as “passive war zones”, a term suggesting a state of war does not exist at present, but where many of the dangers associated with armed conflict are indeed still present. For many companies, reconstruction after a period of conflict offers a financial bonanza that cannot be ignored, so they will pursue such business opportunities and then seek to put in place products to ensure staff are fully protected. Voluntary and non-governmental organisations, too, will send huge numbers of people into devastated areas where sanitation might have broken down totally and disease is rife.

Robin Pegg, CEO of international health insurance brokers Medibroker , comments, “Seasoned expatriates of all nationalities understand the importance of comprehensive expat medical insurance when travelling and working abroad, so for many employees, ensuring an appropriate international healthcare package is in place before any move overseas is a high priority. For the employer too, staff placements represent both a cost and a risk. Having systems in place as part of the overseas business planning process to ensure the workforce can have access to the best treatment if they fall ill is therefore a vital part of business as well as human resources planning. One of the great attractions of moving abroad is the change in lifestyle, but as was seen in Libya during the Arab Spring, an apparently peaceful location can rapidly deteriorate into a living hell. What began as relatively minor civil protests in early February against the regime quickly turned into an uprising and civil war. Expats caught up in this had to try and get out of Libya themselves or wait until their governments began to act and arrange evacuations.

What many will not have appreciated, though, is that a select number International health insurance brokers, have access to international medical insurance providers who will include emergency evacuation in times of civil unrest as part of their normal cover. They will employ trained security experts whose job it is to arrange safe passage out of hotspots around the World.

Such cover is unlikely to be offered by the cheapest providers in the market, but for those who are knowingly venturing into a higher risk country, it should certainly be high on their requirements list. Identifying providers who are able to provide full passive war and evacuation cover is not easy, as few people will hopefully need such protection. International Assistance Group 2012 Timeline

In March 2012 International Assistance Group set the course for a new strategy: forge partnerships with quality providers. Whatever the size, specialty or location, opportunities are now available for applicants to join this worldwide network.
